Green Together: On-Bill Tariff Energy Efficiency Program
Join us in the stakeholder process to inform REC's Green Together: On-Bill Tariff Energy Efficiency Program development. On April 7, 2020, the Governor of Virginia signed into law SB 754. This law grants explicit authority to Virginia’s electric cooperatives to establish on-bill tariff programs “for the primary purpose of improving the energy efficiency of the premises and reducing its consumption of energy, including heating and air conditioning systems, water heaters, weatherization, insulation, window and door modifications, appliances, and automatic or Internet-connected energy control systems”.

REC is the first electric cooperative in Virginia to initiate a process to launch an energy-efficiency investment program to their member-owners!

As a member-owned cooperative, we're committed to transparent business practices. REC has the following goals for the stakeholder process:
1. Stakeholders understand the fundamentals and best practices of tariffed on-bill programs.
2. Stakeholders understand the program guidelines defined in SB 754.
3. REC understands our members' priorities and desired outcomes for this new program.
4. Stakeholders have a clear understanding of REC’s process and next steps for delivering this program.
5. Our members and stakeholders feel engaged and heard.

During this stakeholder process you can expect the following:
• Three (3) remotely held two-hour sessions:
• Session Topics:
o Session 1 - Understanding Tariffed On-Bill Programs and VA SB 754
o Session 2 - REC Program Design, the Member Experience, and Consumer Protections
o Session 3 - Stakeholder Questions, Clarifications and Feedback
• Sessions will provide opportunity for questions and discussion with REC staff and other stakeholders.
• Sessions will be facilitated by a third party – The Southeast Energy Efficiency Alliance
